UPDATE ON STATE MEMBER ITEMS
- Governor David Paterson has vetoed previously awarded legislative member item funds, FY2008-09 or previous years. It is our understanding that FY2009-10 member items were not subject to the veto. However, you should still check with the Senator or Assemblymember who awarded you the grant to ensure the contract will be processed.
- FY10 re-appropriations that had not yet been spent. Click here (pdf format) to a list of vetoes that you may use to look up whether your organization is impacted (the find function is activated on the document so you may do a word search). There are also some statewide initiatives included that you may want to check on.
- As you know, the State 2010-11 budget is still incomplete. Currently, the state budget does not contain new member items. Therefore, these vetoes are only on previously awarded member items. If the Governor, Senate and Assembly do not come back to the negotiating table, there will be no new member items for 2010-11.
What to Do If Your Appropriation was Vetoed:
- If your organization has a member item or Statewide program from FY2008-09 or FY2009-10 and your agency already have a fully executed contract with the State agency for the funding and have incurred the expense, this expense will be paid, if vouchered and processed before 9/15/10 (regardless of the re-appropriation veto). Submission of the voucher ASAP, but before 8/15/10 would likely provide enough time for payment to be processed.
- If your agency had received a notice of a member item award and if you made the expense already but you do not yet have an executed contract, contact the state agency responsible for the member item, immediately to see if it might be possible to get a contact executed and payment processed before 9/15.
